ADDRESS BY THE PRESIDENT OF ONEXIM GROUP, MIKHAIL PROKHOROV, TO MEMBERS OF THE EXPERT ADVISORY COUNCIL ON NANOTECHNOLOGIES

Dear Colleagues,
I welcome you to this first meeting of ONEXIM Group's Expert Council on Nanotechnologies. Responding to our appeal has been the creme de la creme of intellectual elite who will define and indeed be the prime mover behind the drive to vigorously push Russia's nanotechnologies forward for the 15 to 20 years to come. You are all gathered here to lay the foundation for the wide-ranging effort to tap the immense potential which has been accumulated by researchers, scientists and scholars in Russia and abroad and which holds the best promise for future success.

One of the greatest challenges facing the world today is putting engineers and scientists in the best possible conditions and making all the opportunities available to them in order to ensure the maximum of
innovation, quality, productivity and efficiency of their intellectual input. To effectively address this challenge, increased funding of fundamental scholarly research alone, albeit crucial, willl not be sufficient. Moreover, the traditional age-old division of research into fundamental and applied science has the effect of slowing down practical implementation of innovative ideas, brings about misuse of funds and loss of the sense of ownership on the part of the scholarly community. The only meaningful way to make them feel responsible for and part and parcel of, economic growth in our country is to bring government and businesses together with a view to accelerating the growth of Russia's innovative economy. Business community must become a powerful catalyst for intellectual pursuit, thereby shortening the path from and indeed the time lag between, R&D and practical implementation of fundamental ideas, projects and skills.
 
If our economy is to make a successful transition to the high-tech post-industrial phase in its development, there are two principal issue need to be addressed concurrently. On the one hand, scholars must become
a genuine and meaningful productive force instrumental in not just churning out abstract intellectual products but rather something of tangible value actively contributing to the actual growth of the GDP. On
 the other hand, the whole of society in in dire need of everyday "technologization", primarily and above all in the sphere of education.  
 
ONEXIM Group is not a charity. We are strategic investors and investment advisers/consultants in terms of bringing in necessary resources and funding for the benefit of a large-scale, long-term program developing high technologies in Russia with particular focus on projects in areas such as hydrogen energy and of course, nanotechnologies and nanomaterials.
 
We are aiming to successfully adapt nanotechnology R&D to the requirements of market economy and an open competitive international market. We think highly of what our government does to provide new
opportunities to boost the development of innovative technologies in Russia. Close cooperation between private businesses and state corporations such as Rosnanotech and Rostechnologyi provides the
powerful lever we all need for a spectacular success story.
 
As member of the State Corporation Rosnanotech's Advisory Board I have a keen and indeed vested interest in gaining access to your competencies, expertise, review and appraisal, independent of and immune to any change in bureaucratic weather conditions, for the benefit of my own projects,
as well as those of Rosnanotech. I want to keep up to date with the latest in cutting edge nanotechnology thought.
 
I know from some of your colleagues that one of the most promising areas in nanotechnologies and nanomaterials in this country, in the medium term, is functional nanocomposite materials and nanocatalysts. However, once we are clear about the overall direction, we then need to start
moving diligently to identify priority areas holding the best promise of being quickly translated into actual projects while at the same time working to raise funding. That said, we need to realize that to be truly
successful, a product must have high liquidity on the world technology market and as such, needs to comply with the highest international standards. 
 
The Expert Council's work in its capacity as ONEXIM Group's advisory body will be largely predicated on your ability to successfully identify and pinpoint the most promising in nanotechnology projects that will
define the future of Russia's science and technology. It is therefore fundamental to observe the ever important principle that all projects must be assessed and appraised to the highest professional standards of objectivity, irrespective of any personal predilections. And let the best win as long as it can contribute to an expanded value chain for the benefit of Russia's public at large. No allowance should be made for
"obsolete facilities", "potential energy shortages/outages", environmental issues and the like, for such is the best international practice in the area of high technology.
 
In order to succeed, innovative business requires sound investment decisions, but also skillful project management and efficient structuring. It goes without saying that we anticipate that only the very best in cutting edge research and technology practices and arrangements will be used, starting with the establishment of technohubs and all the way to standalone, sustainable R&D infrastructure and
project management companies. In doing so, we would also aim to make sure that the word Company means something more that just a legal entity endowed with and owning certain assets. In out book, a Company is a team, a group of like-minded people, a meaning of the word Company that has been lately somewhat sidelined. In fact, we want to create a large and successful team which will bring together scholars, researchers, financiers, engineers and managers acting together in the spirit of fair play and all working in unison to score a victory in what is likely to prove by far the most excruciatingly difficult of all world championships, that of high tech.
 
It is with a view to providing Russian scholars, researchers and scientists with all they may need that Group ONEXIM is planning on building in Moscow what we hope will become one of the best among
European laboratory research centers to work on the most promising in nanotechnology projects. The operator of this project will be a company called SGM (Science Global Management). This of course does not rule out the possibility of a parallel, contemporaneous investment being made into projects elsewhere, as long that is as they prove competitive.
  
And one final remark, before I close. The Russian government held a meeting last week to discuss nanotechnologies in Russia, including a program of activity extending to the year 2015. Many analysts have been praising the Government's far-reaching goals and large scale investment programs and lamenting the lack of private businesses in Russia with a genuine interest in nanotechnologies. 

Let me say this: there is one company which fits the bill. And the name of the company is ONEXIM Group.
